5 TIME PREFERENCE
Временные предпочтения
Более высокая оценка текущего потребления по сравнению с будущим потреблением. Необходим материальный стимул, чтобы человек отказался от потребления сегодня в пользу будущего. Рациональный потребитель откладывает сбережения только в том случае, если процентная ставка по вкладам является для него достаточной компенсацией. Временные предпочтения определяют уровень учетной ставки (см. Discount rate 1), в соответствии с которой человек дисконтирует будущие доходы и расходы. Люди имеют разные временные предпочтения. Некоторые стремятся потратить свои доходы на текущее потребление и не хотят делать сбережения. Другие менее склонны тратить все свои доходы и готовы вкладывать часть средств в банки даже в условиях невысоких процентных ставок по сбережениям. Рыночные процентные ставки обычно отражают совокупные временные предпочтения всех членов общества. Существует также различие между личными и общественными временными предпочтениями. Люди, поскольку продолжительность их жизни ограничена, обычно требуют большей компенса ции за длительное ожидание, в то время как общество существует вечно и поэтому может позволить себе в меньшей степени дисконтировать отсроченные доходы и расходы. Учетная ставка
1. Процентная ставка, по которой учитываются ( дисконтируются) денежные потоки будущих инвестиционных проектов (см. Discounted cash flow). Учетная ставка, используемая для проектов в частном секторе, обычно основывается на средневзвешенной стоимости капитала (см. Cost of capital). При расчете эффективности проектов в государственном секторе учитываются другие соображения. В то время как жизнь человека имеет определенный предел, и поэтому человеку не свойственно заглядывать слишком далеко вперед в ожидании отдачи от вложенных средств, общество может ждать отдачи от своих инвестиций гораздо дольше. Это различие между частными (private time preference) и общественными временными предпочтениями (social time preference) предопределяет тот факт, что общество дисконтирует будущее в меньшей степени, чем каждый отдельный человек, и довольствуется более низкой учетной ставкой. Анализ рентабельности проекта
Сопоставление всех общественных издержек и возможных выгод, связанных с осуществлением того или иного хозяйственного проекта. Данной методикой в основном пользуются государственные учреждения при оценке эффективности вложений в крупномасштабные проекты, например, в строительство новых автомобильных и железных дорог. Основные принципы анализа заключаются в следующем. Определяются преимущества осуществления проекта в сопоставлении со всеми необходимыми затратами, отбрасываются все второстепенные возможности. Обязательно учитываются вероятные изменения уровня относительных цен в будущем. Принимается во внимание учетная ставка, по которой дисконтируются суммы затрат и доходов с учетом временных предпочтений (см. Discount rate). И, наконец, изучаются имеющиеся ограничения. Ограничения могут быть юридического, административного, бюджетного характера, а также могут быть связаны с перераспределением дохода. Необходимо также учитывать фактор неопределенности, т.е. следует проверить, насколько ожидаемый результат будет чувствителен к изменениям таких факторов, как срок службы объекта и процентная ставка.
